(2) Unless the same has been approved on application or declaration form Form No. or otherwise by the Ministry of Commerce and Industry, DTA units or the Government, or in the case of export on approval by a local government authority in the territory over which the country concerned exercises authority as specified in Section 8 of the Customs Act, 1970, or approval from such other authority, the notification in Section 14 shall be regarded as required and the declaration made. (3) Unless the same is the case of a particular shipment in the territory over which the country concerned exercises authority as specified in Section 8 of the Customs Act, 1970, the notification in Section 14 shall still have to be accompanied by a written request for approval to be sent by the authorities or agency concerned to the Government or Authority to grant such approval subject to such conditions as it may impose by notification in Section 14. (4) In the case of goods or services with a VAT registered mark which is imported directly from the outside country, the declaration in section 4 shall be made by the person concerned using the form prescribed by an officer designated by the Central Board of Excise & Customs of the Central Government. 14. The consignment, being carried by air and in transit by sea, shall be marked and identified with the relevant details by the consignee in its declaration. 14A. The consignment shall be marked and identified in accordance with the prescribed rules and regulations of the Central Government in force for the time being in force relating to imports, including the Rules for the mark and identification under Section 6 of the Customs Act, 1870, which may be modified from time to time by the Central Government, and shall, if the goods are imported in goods containers, contain at least the value specified therein in respect of the goods and, as appropriate, in respect of other property, and the customs marks, markings and numbering may be stamped, or otherwise marked, so as to identify the goods. 15.
